This letter is to inform the customers of the Cibola Water Improvement District that as of March 12, 2025, the filters have been changed and our most recent test showing the water is compliant and absent of any contaminates and the “Boil Notice” has been RESCINDED, after being reviewed by the ADEQ (Arizona Department of Environmental Quality). During the effective dates of this order (January, February and March of 2025) we have been able to deliver water within the controls of the ADEQ never having any contaminates present.
Reviewing the original order, it stated that “Due to significant damage to our filtration system we cannot ensure that the water being delivered is consistently free of bacteriological contamination. “Out of and abundance of caution…” the notice was issued. The organization can say that due to the dedicated work of our employee and volunteers during this 10-week period the water delivered was never a risk to the public because of many hours of operating the plant at a manual level versus somewhat automated as it should normally operate with the permeability of the filters working correctly without constant management. What would normally be a once-a-day review of the filter’s permeability became 4 times a day on a 24 hour clock to keep the plant making good water.
It is important to understand this order was issued, as a precautionary notice. There are many things that took place over the past 10 weeks. A few quick examples are the dedication of the volunteers to be available 24 hours a day, getting a replacement filter approved that is made in the USA and obtaining funding to purchase the filters. Without the dedication and willingness of these community members to step up and give 100’s of hours to our community the water would have been shut off and unsafe many times over the past 9 months.
There are many things that go into providing safe and clean water for the customers and community. We are so close, after becoming a DWID (Domestic Water Improvement District) to making this an amazing Oasis in the desert. The Board on many occasions has heard from everyone who visits our small company on the Colorado River who works in the water distribution industry, without missing a beat says, “This is a very nice plant.” We must work together and not have any grandstanding in the background because it is the intent of everyone involved on a daily basis to continue the water flowing and safe for community use.
Lastly, our remote operator was the one obtaining the samples during the boil notice time -period in accordance with the guidance of the ADEQ. We are hopeful that we never have to go through this again but through our practices, policies and guidance by the ADEQ we will constantly be vigilant in the goal of providing safe clean water to the residents of Cibola.

On February 18th, 2025 a water main break happened on N. Alta Vista causing the water company to shut off water to the town. ADEQ was notified of the situation right away, and has been following up with staff on the repairs. Thank you to the board of directors and a few customer volunteers for their quick actions and hard work to repair the line so that the water could be restored to town as quickly as possible.
Update on Arizona's Drought Condition

The Cibola Mutual Water Company Board of Directors holds regular meetings on the second Saturday of every month at 9:00 AM. Meetings are at the Cibola Park located on the corner of River and Baseline roads. The public is always invited to attend.
